Board of Ethics

What we do

The Board of Ethics (BOE) administers and enforces the City’s public integrity laws.

We focus on:

  • Financial disclosures.
  • Campaign finance rules.
  • Lobbying.
  • Gifts and gratuities.
  • Conflicts of interest.
  • Post-employment activities and representation.
  • Political activity restrictions for City employees and officials.

BOE advises on possible ethics violations, educates others on rules and regulations, conducts investigations, and enforces ethics rules.

Formed in 2006, the independent, five-member board is appointed by the mayor and approved by City Council for five-year terms.

This training is open to City ADVISORY board and commission members only. All new board and commission members must attend an initial general ethics training within their first 90 days of service, as well as a refresher training once a year after that until their time with the City has concluded. Ethics trainings cover several topics including conflicts of interest, gifts, representation, and political activity, as well as basic information about the State Ethics Act.

Training registration can be completed at https://ethics.pub/GETraining. If you are unsure whether you are a member of an advisory or non-advisory board or commission, please contact BOE.training@phila.gov.
