Service overview
If you are subdividing new parcels that are legally open and do not front on public streets, you need a subdivision plat review.
This review is for development that will:
- Construct new city streets and public infrastructure.
- Make changes to existing public infrastructure.
- Create landlocked parcels.
The Philadelphia City Planning Commission (PCPC) will perform this review at one of its public meetings.
A subdivision plat review includes a preliminary plat and final plat review. The Planning Commission will need to review the preliminary plat at its public meeting. Staff can review and approve the final plat if there is no substantial change from the approved preliminary plat.

Cost
There is no charge for a subdivision plat review at the Planning Commission.
How
Your subdivision plat submission must include the information detailed in the regulations of the Planning Commission. You can either submit eight copies of the subdivision plat in person to the Planning Commission or submit the plat in eCLIPSE.
To schedule an in-person review, use our online appointment system. Once you’ve entered your contact information, select “Planning Commission” and choose “Development planning plan review.”
Once the subdivision plat or the preliminary plat is approved by the Planning Commission at its public meeting, you can apply for a zoning permit.
