FONSI and ERR for S 42nd Street Waste and Stormwater Pumping Station

NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS FOR TIERED PROJECTS AND PROGRAMS

Date of Posting: May 28, 2026
City of Philadelphia, Department of Planning and Development
1515 Arch Street, 13th Floor, Philadelphia, PA  19102

On or after June 18, 2026, the City of Philadelphia will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant Disaster Recovery (CDBG-DR) program funds under the Disaster Relief Supplemental Appropriations Act, 2022 (Public Law 117-43) and the Continuing Appropriations Act, 2023 (Public Law 117–180), as amended, to undertake the following project:
Project Title: South 42nd Street Combined Waste and Stormwater Pumping Station
Purpose: The Philadelphia Water Department (PWD) proposes to construct an above-ground, flood‑resilient pump station on the existing PWD‑owned parcel. During Hurricane Ida, the station became inundated with stormwater, which submerged the station’s pumps, motors, and all electrical equipment, causing the station to cease operating.
Location: 765 South 43rd Street, Philadelphia, PA 19104
Project Description: PWD proposes construction of a 5,050 sf, above-ground, flood-resilient pump station.
Estimated Cost: The total project cost is anticipated to be $47,509,000, including $32,558,435 from CDBG-DR Disaster Recovery grant funds.
Level of Environmental Review Citation: The project was reviewed per 24 CFR 58.36, NEPA Environmental Assessment. The environmental determinations for this project is available electronically at https://www.hudexchange.info/programs/environmental-review/environmental-review-records/ and in person at the office of the Philadelphia City Planning Commission. The ERR is also available for review by U.S. mail. Full details of this legal notice can be accessed online at the following website: www.phila.gov/dhcd/legal-notices

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the Philadelphia City Planning Commission. All comments received by June 17, 2026 will be considered by the City of Philadelphia prior to authorizing submission of a request for release of funds.

ENVIRONMENTAL CERTIFICATION

The City of Philadelphia certifies to HUD that Jessie Lawrence, Certifying Officer, in his capacity as Director of the Department of Planning and Development consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Philadelphia to use HUD program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of fund and the City of Philadelphia’s certification for a period of 15 days following the anticipated submission date.

    About Service Connection/Site Clean-up Days

Office of Homeless Services Encampment Resolution Team (ERT) staff members join the Department of Behavioral Health and Intellectual disAbility Services’s (DBHIDS) Homeless Street Outreach Team (Outreach) and the City’s Sanitation Department to conduct Service Connection/Site Clean-up Days.* OHS’s ERT staff schedules and leads service connection clean-ups at various selected outdoor encampment locations in Philadelphia.

    How it Works

The teams post signs in advance to alert people living in tents, RVs, makeshift shelters, or none at all, on sidewalks, under bridges, in parks, empty fields, lots, etc., of upcoming service days. Each service day, the teams visit the encampment sites to offer individuals services, such as rides to a City intake center where staff can help find shelter space, Stranded Traveler Assistance, behavioral health, drug or medical treatment, and other similar services. The Sanitation Department team further assists by cleaning up accumulated trash.

    * Service days are not the same as formal, encampment resolutions, which, while social services-led, involve many more City of Philadelphia departments and nonprofit partners and follow specific protocols regarding personal property storage, notification, and other requirements
