Amendments to Annual Action Plan 2025-26 Notice of Public Comment Period

Substantial Amendment #1
The City is proposing to amend Project #52, H.O.M.E. Initiative – Research. The City’s Housing Opportunities Made Easy (H.O.M.E.) Initiative calls for process improvements and program development as well as research. Project #52 will be expanded to include research, design, process improvements and implementation activities. The new project title is H.O.M.E. Initiative.
Substantial Amendment #2
The City is proposing to add Project #55: Sharswood Streetscape Plan Design and Construction In partnership with the Philadelphia Housing Authority, the City will implement the Ridge Avenue Streetscape project as part of the Sharswood/Blumberg Choice Neighborhood. Activities include detailed design, permitting, architecture and engineering, and construction of streetscape improvements. $700,000 of prior year CDBG funding will be allocated.

The 30-day public comment period ends on March 2,2026. Public comments can be sent to saundra.malanowicz@phila.gov. If no comments are received, the City will proceed with adoption of the amendments without further notice. View the legal notice.
Sanitation Dept. Announces Delayed Collections for the Week of Jan. 26
In preparation for the snow, Sanitation crews and equipment will be diverted to snow operations.
- Crews will complete collections on Saturday, January 24.
- Trash and recycling collections will be suspended on Monday, January 26. Collections will be one day behind for the remainder of the week.

There will be no collections in rear driveways for the remainder of the week. Residents are instructed to set materials out in front of their homes for pickup during the week of January 26. Icy driveways can hinder trash compactors mobility.

Second trash collection in areas of the city that normally receive it is suspended the week of January 26. There will be one collection only for the entire city.

Residents should expect collection delays as crews navigate through the snow and ice. As significant snow accumulations are expected with this snow event, the collection schedule for the week may be altered. Continuation of trash and recycling collections will be contingent upon the impact of the snow and the progression of plowing operations.

Residents who are unable to hold their materials can drop them off at one of the City’s six Sanitation Convenience Centers open Monday through Saturday, 8 a.m. to 6 p.m. See a list of locations.
