FONSI for Gaudenzia Cathedral Park Homes

NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Philadelphia.

REQUEST FOR RELEASE OF FUNDS

 On or about July 28, 2026, the City of Philadelphia will authorize the Philadelphia Housing Authority (PHA) to submit to HUD a request for release of funds under Section 9 of the United States Housing Act of 1937, as amended, to undertake the following project:

Project Title:  Gaudenzia Cathedral Park Homes
Purpose: Gaudenzia Foundation, Inc. is developing (40) units of affordable rental housing within a 3-story multi-family building and 5 duplexes totaling 53,000 SF in Philadelphia’s Cathedral Park neighborhood. All the buildings will be certified under the Enterprise Green Communities 2020 and DOE Zero Energy Ready Homes programs.
Location: 4991 1/2, 4991, 4989 1/2, 4989, 4987, 4985, 4983, 4981, 4979, 4973, 4971, 4969, 4967, 4957, 4955, 4953, 4951, 4949, 4947 W. Girard Ave, Philadelphia, PA.
Estimated Cost: The total development cost is $25,069,310.

FINDING OF NO SIGNIFICANT IMPACT

The City of Philadelphia has determined that the project will have no significant impact on the human environment.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to DHCD.  All comments received by July 27, 2026, will be considered by the DHCD prior to authorizing submission of a request for release of funds.

ENVIRONMENTAL CERTIFICATION

The City of Philadelphia certifies to HUD that Jessie Lawrence, in his capacity as the Director of the Department of Planning & Development/Division of Housing & Community Development, consents to accept the jurisdiction of the Federal Courts.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the City’s certification for a period of 15 days following the anticipated submission date or its actual receipt of the request (whichever is later).

REQUEST FOR RELEASE OF FUNDS

 On or about July 28, 2026, the City of Philadelphia will authorize the Philadelphia Housing Authority (PHA) to submit to HUD a request for release of funds under Section 9 funds under the United States Housing Act of 1937, as amended, to undertake the following project:

Project Title: Bernice Arms
Purpose: Philadelphia Housing Authority (“PHA”) is submitting this request for environmental review and clearance in connection to the acquisition of Bernice Arms, and to issue Project Based Vouchers (“PBV’s”) for a total of 46 units (45 one bedroom, and one two bedroom unit).
Location: 6000 Baltimore Ave., Philadelphia, PA 19143
Estimated Cost: Total development cost is $19,850,400.

FINDING OF NO SIGNIFICANT IMPACT

 The City of Philadelphia has determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.

NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

REQUEST FOR RELEASE OF FUNDS

 On or about July 28, 2026, the City of Philadelphia will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of a HUD FY2024 Community Planning and Development (CPF) award to undertake the following project:
Project Title: Carousel House
Purpose:  Partial demolition and rehabilitation of the existing 22,000 square feet recreation building and construction of two new recreation buildings (32,000 square feet, combined), as well as significant site work. In addition to the recreation building, Rebuild will do significant renovation to the outdoor facilities at Carousel House, including expanding the parking lot, creating a new driveway to the building’s main entrance, and building a fully inclusive playground and community garden.
Location: 4300 Avenue of the Republic, Philadelphia, PA 19131; in the West Fairmount Park area
Estimated Cost: Estimated development cost $50,000,000, includes Community Project Funding grant of $1,000,000. 

FINDING OF NO SIGNIFICANT IMPACT

The City of Philadelphia has determined that the project will have no significant impact on the human environment.  The ERR will be made available to the public for review either electronically or by U.S. mail.

ENVIRONMENTAL CERTIFICATION

 The City certifies to HUD that Jessie Lawrence in his capacity as Director of Planning and Development consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.

OBJECTIONS TO RELEASE OF FUNDS

 HUD will accept objections to its release of fund and the City’s certification for a period of fifteen (15) days following the anticipated submission date   Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD’s Philadelphia Office of Community Planning and Development at CPDRROFPHI@hud.gov.   Potential objectors should contact HUD to verify the actual last day of the objection period.

    Office of Homeless Services Encampment Resolution Team (ERT) staff members join the Department of Behavioral Health and Intellectual disAbility Services’s (DBHIDS) Homeless Street Outreach Team (Outreach) and the City’s Sanitation Department to conduct Service Connection/Site Clean-up Days.* OHS’s ERT staff schedules and leads service connection clean-ups at various selected outdoor encampment locations in Philadelphia.  
     
    How it Works  
     
    The teams post signs in advance to alert people living in tents, RVs, makeshift shelters, or none at all, on sidewalks, under bridges, in parks, empty fields, lots, etc., of upcoming service days. Each service day, the teams visit the encampment sites to offer individuals services, such as rides to a City intake center where staff can help find shelter space, Stranded Traveler Assistance, behavioral health, drug or medical treatment, and other similar services. The Sanitation Department team further assists by cleaning up accumulated trash.  
     
    * Service days are not the same as formal, encampment resolutions, which, while social services-led, involve many more City of Philadelphia departments and nonprofit partners and follow specific protocols regarding personal property storage, notification, and other requirements
