Advance Notice of PWD’s Proposed Changes to the TAP-R Program
On February 17, 2026, the Philadelphia Water Department filed Advance Notice of the Department’s proposed changes to its Tiered Assistance Program Rate Rider Surcharge rates (TAP-R), proposed to become effective September 1, 2026. The Rate Board expects to issue a rate determination in this 2026 TAP-R Reconciliation Proceeding by the end of June 2026.
The Notice, with proposed changes and supporting documentation, is posted with the proceeding on the Board’s Rate Proceedings page, which will also show hearings and further notices and filings in these proceedings.
Anyone affected by the proposed rates may become a Participant in the proceeding by registering with the Board by March 26, 2026 at WaterRateBoard@phila.gov or:

Sanitation Collection Services for the Week of February 23, 2026
Sanitation and Recycling Collections: Due to the expected amount of snow accumulation, Sanitation crews and equipment will be diverted to snow operations. Residents can find updates on sanitation services at www.phila.gov/sanitation and follow the Sanitation Department on social media.
- Trash and recycling collections are suspended for Monday, February 23 and Tuesday, February 24. There will be a two-day delay in collections for the week of February 23 as Monday collections will be picked up on Wednesday and Tuesday collections on Thursday. Collections will continue the rest of the week in the same sequence with materials picked up two days behind regular schedule.
- There will be no collections in rear driveways. Residents are instructed to set their materials out in front of their homes for pickup during the week of February 23. With the expectation of significant snow accumulation, there is an increased risk of Sanitation trucks becoming stuck in the snow in rear driveways.
- The collection schedule may change. Continuation of trash and recycling collections will be contingent on how the storm and plowing operations have progressed.
- Second trash collection is suspended in areas of the city that typically receive it during the week of February 23. There will be one collection only throughout the week.
- Residents should expect collection delays as crews navigate through the snow and ice. Inaccessible streets may experience additional delays.
- Sanitation Convenience Centers: Residents who can’t hold their materials can drop them off at one of the City’s six locations, open Monday through Saturday from 8 a.m. to 6 p.m. A list of sites is available at phila.gov/sanitation.
TAX SEASON EXTENDED HOURS
The Philadelphia Department of Revenue call center will close at 7:30 PM, Monday through Friday, until April 15. The Philadelphia Tax Center is available 24/7.
Request for Release of Funds17th Street Revitalization Project Phase II

On or about February 25, 2026, the City of Philadelphia will authorize the Philadelphia Housing Authority (PHA) to submit to HUD a request for release of funds under Section 9 of the United States Housing Act of 1937, as amended, and the Pathways Housing Wellness Corporation to submit a request to HUD for the release of a HUD FY2024 Community Project Funding (CPF) award to undertake the following project:
Project Title: 17th Street Revitalization Project Phase II
Purpose: To provide thirty-eight (38) affordable housing rental units for low-income families and individuals. Twenty-five percent of units will be a preference for individuals and families currently experiencing homelessness. All units will be at or below 50% AMI. Fifteen percent of units will be fully ADA accessible, and five percent of units will have features for the hearing and visually impaired.
All land is publicly owned. Four lots will be acquired from the Philadelphia Housing Authority, and eight lots will be acquired from the Philadelphia Land Bank. This phase is a new construction of 9 three-story buildings fitting the existing character of the neighborhood.

Estimated Cost: The total development cost is $$21,592,960 including $1,000,000 from the CPF grant, and $778,680.00 through the RAD program. The 38 units will be supported by the Philadelphia Housing Authority (PHA) through a Faircloth to Rental Assistance Demonstration (Faircloth to RAD) Housing Assistance Payments contract.

Any individual, group, or agency may submit written comments on the ERR to DHCD. All comments received by February 24. 2026 will be considered by the DHCD prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
